86 accord 5 speed,rebuilt motor with 2500 miles,FI PROG light on dash is lite,when cold at high idle runs fine but when it kicks down to low idle,surges from 1000 to 1600 RPM.s

Hi there,

I would do a code read first to establish any stored fault codes. also check for a vacuum leak or a vacuum hose fitted incorrectly, this could cause the surge problem.
