2005 Honda Accord engine check light is on

I drove the car to work this morning and my radio started to twitches and my gas meter was acting all crazy and all a suddenly the engine check light is on. I got it checked using a obd 2 wire kit and show me a code p0685 and it said PCM (power relay control circuit Malfunction). What is it and where is it located?

P0685: ECM power control circuit malfunction

Possible software update or possible pcm replacement.
