2004 Honda Accord passaenger back rotor is fire red then co

I recently got the back break pads and rotors replaced about 2 weeks ago. I just noticed that there is a noise and pulled over and one of the rotors was fire engine red then cooled down. What could cause this, and is it a major problem.
