2004 Honda Accord Flapping noise when decelerating

I've noticed that when I'm decelerating, there is a "flapping" noise [sounds similar to when you clipped a playing card to the spokes of your bicycle]. Any idea what is causing this?

In November 2009, I replaced all 4 tires and back brakes. Not sure if this is related.

Have a good look at your brakes. It may be a rotor or a loose brake pad. Does the noise go away when you slightly apply the brakes?
