I have a 2002 Honda Accord with two problems: First, I have lost the first two speeds on the fan speed control switch on the dash that contols the fan for the heat and air. The other two highest speeds work fine. 2nd of all, I cannot raise the side mirrors with the control button. They will lower or move left & right. What do I do to repair these issues???

What you most likely have is your heater blower resistor acting up. This resistor controls your fan speeds. Usually when they fail, only the highest speed works, but I have seen them take out only 2 speeds as well. This resistor is located underneath your glovebox near the blower motor.
