2001 Honda Accord Not all fan speeds work

74,000 MILES • 4 CYL • FWD • AUTOMATIC

There are 5 settings to control the fan speed:
Off, 1, 2, 3, and 4.
The problem is that settings 1 and 2 do not function. There is no flow at all at those settings.

You really need to troubleshoot this down to the component level to be sure but, on the surface, sounds like a faulty switch.
