2000 Honda Accord Driver belt buckle

Interior problem
2000 Honda Accord 4 cyl 81000 miles

I would like to replace the belt buckle for the driver's seat. The bolt holding the buckle shaft comes up tight against the bulkhead ie doers not come out. Advice would be more than welcome.
