2000 Honda Accord brake fuse keeps blowing/burning out

the brake lights fuse burns out and locks the stick shift often. I replace the fuse and it keeps doing it so i know it's not the fuse that is bad. i have read the car manual but it does not help me

You have a short somewhere. Have you checked the brake light sockets?
