1999 Honda Accord Shuts off

My car for awhile would, while driving, act as though I was going up to a stop light and forgot to push in the clutch; the MPH and RPM's dropped then all of the sudden kicked back up. Now it shuts off completely while driving but it will kick back on after a few seconds. I have replaced the O2 sensor and am hoping it is just a fuel pump problem and not electrical.
