1999 Honda Accord Radiator Fans dont work until i put My AC

Hi,
I bought this car recently and what i observed today is the radiator fan doesnt turn on until i turn the AC on. Is that how it should work or should the radiator fans turn on as soon as i start the engine.

When the A/C is not on, the fans only come on when the temperature rises to the point that they are needed, usually well over 200degrees.
