1999 Honda Accord Noise after new Timing Belt

I just had my timing belt replaced at 118,000 miles.

Now there is a noticeable Whine when accelerating and the car idles loudly.

Is this normal after a new timing belt is installed ?

Will I damage my engine if I drive the car around like this ?

sounds like the timing wasnt set properly, nor was the belt and timing marks matched
