top deck brake light works but no rear brake lights top light working rules out the switch at the pedal ?correct?
i get 12 volts at white/black at spare plug for trailer but nothing through green or yellow?

That sounds like a bad turn signal switch. The lower 2 brake lights only, pass through the turn signal switch so the turn signals can cancel the brake lights.
