1999 Honda Accord electric wing mirrors not operating

1999 Honda Accord Manual

hi, my dad replaced my broken drivers side wing mirror, as had been completley knocked off by a truck. however he cant get the electrics to work on the wing mirror, and the passenger wing mirror is not operating either. please advise what could be the problem. could it be a fuse problem? if so, where is the fuse located?

Check fuse no.4 7.5amp See below
