1998 Honda Accord passenger side mirror won't move to open

apparently the side mirror won't open or close with the switch.
i suspect the gear to move the mirror is worn or something..
is this repairable?
at what price?
do i need to change the whole mirror assembly?

It could be the mirror actuator or a electrical problem, have someone do a input test at the passenger side mirror connector to confirm problem.
