1998 Honda Accord Lean Fuel Burn Code

Accord model is the 4-Cyl With VTec. Option. Vehicle has a check engine light that was sourced as a lean fuel burn. The car has had a major tune up, timing belt replacement and had the catalytic converter replaced since and the trouble code continues. O2 sensor with the converter has been cleaned up, tested and found to still work. The light is intermittent as are the problems that may be associated to it.

Problems include, weak and sluggish low end rpm acceleration and hesitating passed 4500 rpm at highway speeds. When stopping, engaging clutch and foot off gas, rpm will fall all the way to near stall (250 rpm) and then recover to a standard idle speed. Car starts and drives alright just having to balance clutch and gas abit differently to compensate when starting off. A final problem is that the power steering will become sluggish or cut out intermittently at slow speed parking but may be because the engine speed is so slow.

The problems and check engine light sometimes correspond with the level of fuel in the vehicle. Full to half tank usually is problem free althought not all the time. Was suggested a simple fuel injection maintenace would correct issues but left thinking it may be something else. Fuel system pressure (possible leak), fuel pump, fuel regulator. Any insight you could give to help further trouble shoot this problem would be much appreciated as I am nearly out of ideas.

Was the following done

1. Ignition timing adjusted correctly? Able to get the correct timing?
2. Valve clearance adjusted?

Did problem occur before or after timing belt replacement?
