1998 Honda Accord 30 amp main fusible link keeps blowing

Electrical problem
1998 Honda Accord 4 cyl Two Wheel Drive Manual

I realize this indicates a short circuit. Where is that likely to occur? Could water cause this (recent wet snowstorm)? If so, where would I dry (hair dryer etc.), to rectify the problem?
