1997 Honda Accord valve covers

My 1997 Honda Accord has oil comming out of the plug gaskets. My mechanic has replaced the valve gasket once before , the car ran great for three months and started leaking again, now my mechanic says it could be the valve cover itself could this be true and easily fixed?

He just probably didn't use silicone or clean the surfaces well. The only way it could be the valve cover is if it is warped and I have yet to see that happen.
