How hard is it to replace a speedometer cable in a 1997 Honda Accord? Is there a cable or is it a wire from a sensor to a computer that then runs the speedometer?

There is no speedo cable. Your vehicle uses a vehicle speed sensor, which is pretty easy to replace.
