1997 Honda Accord speedo needle

I have a problem with the speedometer needle jumping up and down while driving. The car feels like it loses power but its for a short moment then goes back to normal but the needle still keeps going from about 3k rpm to 0rpm and sometimes rests at 0rpm while the car is in motion.
