How much should it cost to replace both rear wheel cylinders on a 97 accord? Is this a safety issue??

1.8 hours of labor plus the cost of parts. Yes, it is safety issue. Wheel cylinder controls your rear brake which is about 30% of your braking power. If you live in a state that requires safety inspection for your registration, you won't pass with defective brakes.
