1997 Honda Accord only two brakes work

my owner's manual says that the brake system works in a criss-cross patern for safety reasons if one system fails. well my car stops with right front & left rear. could you tell me what might be the the cause of the other line not working?

Air in the caliper, wheel cylinder, or master, or a bad master, or combination/proportioning valve. Or a leaks in any of those parts.
