I have a 1997 Honda Accord Special Edition with 95K miles, when I am driving the brake peddle goes about half way to the floor as they are applies, however some times they become very touchy and the slightest pressure seems to lock up the brakes. As the same time I feel a strong vibration in the steering wheel.

I can park the car and the problems seem to go away. I had the brakes worked on about a year ago and the lines were bled a few weeks ago to try and stop this problem. It has happen two times since then. Got any ideas?

Depending on the type of driving that you do, it seems that you are on your brakes a lot. They have gotten hot. The vibration you feel is coming from warped rotors. Replace the front rotors. Not that difficult and not that expensive. My experience is to never have the rotors turned but rather replaced with new. That might fix everything.
