1997 Honda Accord all indicator lights on but engine not st

It happens once every other week or so-It happens normally in the morning, the first ignition-If no push clutch hard enough,the problem mentioned above happens. Only one loud "scratching" sound and all lights on the panel light up. Then I have to try three or four times before it will finally come up. I took it to my mechanic and they could not find anything wrong with the clutch. They told me they adjusted the "neutral safety sensor" but the problem remains.
