1997 Honda Accord Air Conditioner Quit Cooling

About six months ago my car overheated and I had the fans and radiator replaced. After this happened the air quit blowing cool air. The guy who fixed the radiator said that it might be an issue from when the radiator overheated and backed up. It appears to have plenty of freon in it.

Is the compressor working when turned on?

During installation of the radiator and fans, was any wires not reconnected?
