1996 Honda Accord makes strange buzzing sound like a fly.

When I let off of the gas, it makes a sound like a trapped fly in a jar. the sound even fades and comes back quickly like when a fly bounces around in a jar. When I press the gas, it goes away. Any ideas as to what could be causing such a sound?

Sounds like vibration noise from a loose plate. Check if the exhaust heat shields are secured.
