Shakes or Wobbles problem

A couple months ago I drove 1500 miles from Seattle, WA to Casa Grande, AZ. During this drive the rubber that lines the inside of the front bumper came off one side so I had to cut it off on the other side because I was driving over it. What is this piece of rubber called and is it important to replace. If so what is the average cost of replacement for this? Thank you so much for your time!
