1996 Honda Accord heats up went idling at stop sign

Car heats up when at a stop sign for a few minutes.
Than gauge goes to normal after driving for a few minutes. Had hood open to check with engine on, neither fan was running, when the engine was turned off the cooling fan on passenger side of engine went on to cool radiator down. Driver side fan, when should that be running?

Hi there, one fan is the engine cooling fan, this will come on at a pre set temp and turn of at a pre set temp, the second fan is the A/C condenser fan and will come on with the A/C. Check that the engine fan is turning on when the engine is idling and at temp, if so I would get the thermostat replaced and have the radiator cleaned & flow tested, start here.
