1996 Honda Accord both fans don't work

both fans in the motor compartment don't work. I put in a new therm fan switch but they still don't work.There is another switch on the manifold, but I don't want to buy something I don't need. I flipfloped the fan relay with the power window relay, but nothing happened.Do you think it's the thermostat or is it something electrical.There are no leaks associated with this overheating.

Supply power and ground to the fan motor directly.

Does it turn on?
