1995 Honda Accord starts in second sometimes

once in awhile my accord wagon will act like it is starting to move in second instead of first. Trans seems fine most of the time and shifts fine. What would cause this to happen? Is it a controller ?

If shifting is fine most of the tme, the most likely cause would be the Transmission Control Module. however you need to verify if it is the trans or engine related. The engine could be losing power making it seem sluggish.
