1995 Honda Accord Radiator Fan starts running on a cold car

Does anyone know a fix for a fan that runs on a cold car, we have checked all three sensors, and they all work. I have remove the relay to turn the fan off to prevent my battery from dying. Someone please HELP!

Could be a short circuit in the wiring see below
