1995 Honda Accord cooling fan

1995 honda accord when i am driving and stop the both fan turn on and off consistant. i think its either fan switch or the fan relay? which one you think i should replace? also the car never over heat at all and idle is ok car does not shake and run very clean. thanks

Sounds more like the radiator fan control module at right side of instrument panel
