1995 Honda Accord blinker lights

if my blinker signals are not working but the hazard light are and the fuses are not blown, does that mean it's a relay?? If not what is the problem??

the hazards and turn signals use the same flasher relay so if hazards work than its not the relay. since relay and fuses are good its either wiring or turn signal switch that is faulty
