Hi lacrimae,

If it is surging that you are refering to, of course it can be repaired.

Surging occurs when there is excessive air getting into the intake manifold and possible reasons are :

1. Idle speed adjusted too high.

2. Low coolant level or cloggiing of hoses to OAC and Cold start valve.

3. Leaking vacumns.
