1993 Honda Accord turn signals

Hello, This is a very informational site. Thank you for that. I have a 1993 Honda Accord LX and I have a sound coming from my dash that sounds like a turn signal but the signals are not on. The signals do work however, but it makes this noise whether the signals are on or not. Sometimes the clicking is fast, sometimes it's slow, and sometimes it speeds up after it starts making the noise. I have checked the fuse and it's good. Could this be the signal flasher going bad? Has anyone ever had this problem before and if so how do I fox it? Thanks for any information that may help me on this issue.

I don't think it is the signal relay working.

Check the source of the noise, it could be another relay that is not good and causing the noise.
