Electrical problem

Hi,
One of my door power lock in not working, but still produces a mechanical sound when activated. Just wanted to ask, apart from the car manufacturer, who repairs this type of problems pertaining to power locks? An auto electrician? or an auto locksmith?....
Another question, if I may. Aside from the manufacturer, who else can replace door rubber seals?
