1993 Honda Accord not pass in smog and overheat

my car it wont pass in smog test but theirs no check engine no leak in evap, but i se thier a problme in over heat some times , and some times theirs a white smoke came out in exhaust manifold what sugestion u recomend to past my car in smog tn x god blss u
