Brakes problem

I'm experiencing a problem with the brakes on the accord. Sometimes you can press on the brake pedal and they gradually drop to the floor and won't stop the car. If I get out and open the reservoir cap and put it back on the brakes come back. I've checked the pads and they are good and there is no leaking.
