1992 Honda Accord Car is lazy when accelerate and it jumps

This car requires to accelerate up to 3000rpm and it will jump before reaching to a smooth level of speed. It suddenly gets lazy again when the speed drops. It will jump again when increase the speed. Please let me know the best solutions to solve this problem. Thank you.
