1991 Honda Accord steering wheel shakes

The steering wheel on my 1991 Honda Accord shakes, especially at lower speeds (25 mph - 45 mph). However, I just had my wheels balanced last year, so I don't think that is the problem. Any ideas?

There could be a couple of things. Look at the wheels and see if they could possibly have lost any wheel balancing weights. Yes, have the tires rebalanced. No, then look at the wheels for dirt and other deposits on the rims. Look on the inside for this and the weights as well. Dirt, mud, snow, etc can cause the wheels to be out of balance and cause the wheel shake.

If that is not the issue, then I would look for worn parts on the steering system.
