1991 Honda Accord Two Wheel Drive Automatic

whenever i drive my car my relay is stuck on i bought a new relay put it in and it still makes noise except when i put my blinker on it sounds like a normal blinker other wise when im driven it sounds like it would if a bulb was out constantly
