1991 Honda Accord Ignition - Key

When I start my car I turn the ignition to position III then let it go and it recoils back to position II but when this happens the car shuts off. If I hold the key part way between position III and position II the car stays running and the starter is disengaged so I don't tear it up. Does this mean the lock cylinder is bad or is it another problem? Please help.

most likely the lock cylinder is faulty and needs replaced
