1991 Honda Accord Diagnostic Code Help

I received a diagnostic code of 4 long blinks followed by 1 short blink. I'm interpreting this as "Code 41 Heated oxygen sensor heater." What does this mean and where should I start?

Code 41 means there is a problem in the Heated Oxygen Sensor (H02S) Heater circuit. You have to replace the 02 sensor.
