1990 Honda Accord timing belt or somthing else?

just had my waterpump changed and he decided to change my timing belt and put silicon on my head gasket, now my car dies when i go up hills and press on the gas. he isint certified or registered he's just a friend from church, what has he done to my car?

If it constantly runs bad, then it is the timing belt.
