The speedometer does not register anything until I drive 20-25 mph. When I reach that speed, then it jumps up and starts working. During the time that it is not working, the odometer works fine. Bad VSS? Bad Speedo head? Instrument cluster? Best guess?

Welcome to 2carpros and TY for the donation

I would say start with the vehicle speed sensor-check gear and wiring
