1990 Honda Accord instrument cluster

i have a 1990 accord my speedo is pointing straight down when i drive it goes backwards and when i drive my s light goes out no codes found if my alternaternator doesnt work could this cause a problem with this

my other question is my car surges between 1 grand rpm to 3 grand rpm while idealing changed every sensor and the iac fluid is full still have problem
