Front Wheels make Noises... when I turn the wheel
from right to left when driving my car... (Noises like a crying dog).

If it does this noise while stationary and you have power steering, it is most likely a bad steer pump or you may be low of fluid.

If it is while in motion, check your tires and wheel bearings.
