1989 Honda Accord Carb problems

Engine Performance problem
1989 Honda Accord 4 cyl Front Wheel Drive Automatic 260k miles

When I start it, it has a tough time warming up as in it takes long and it reves so high (over 3000rpm) and sometimes I kick the gas pedal over and over and over and it does not come down. After a while it will but it's frustrating and the engine is working hard. Once it's warmed up and I've driven it a while, I turn it off for a few minutes and then it does it again. I know it's the carb but what is happening? Seems to be getting worse.

Check the choke plate opening could be closing instead of opening and also the fast idle cam adjustment.
