1988 Honda Accord Fuel Leaking

I have installed a new fuel pump, when I put the sending unit back into the tank there is a leak. The leak is coming from the bottom of the sealing bolt and washer. I beleive this is the return fuel line but I'm not sure. I bought a brand new sealing bolt and washers but the problem still exsists. What can I do, or how do I properly tighten the bolt? There is no banjo bolt, just a washer on top and on bottom and the sealing bolt its self, what should the torque be for tighting this bolt?

Thank you for the donation.

The return hose does not have any bolts to hold it in place. It only utilises a clip.

The hose you are referring to should be the delivery ( pressurised ) hose between the fuel pump and fuel rail.

There should be 2 washers, one on either side of the hose, ensure they are seated correctly.
Did you uses a 19 mm wrench to support the base while you are tightening the 17 mm banjo bolt?
Insufficient torquing can result in leakages as the hose is under high pressure when fuel pump is running.
