Rebuilt engine experiencing high idle?

rebuilt engine, and yes, all timing is correct. replaced ISCA sensor because that's what I was told problem was. didn't solve the issue. The hoses are good, and all connections are tight. Please give me some direction.

The first thing I would do is run the codes. Here is a guide to help. Also, disconnect the throttle cable from the throttle body, it might be holding the throttle open.

I would check the EVAP purge solenoid, once removed you should not be able to blow through it.

Basic Idle rpm (After warm up)

A/C OFF .................... 700 ± 100 rpm
A/C ON .................... 750 ± 100 rpm
