I read through several wiring schematics and found that it isn't a fuse related issue. Additionally, it can't be a ground issue. My first suspect, based on what I reviewed, seems as though the switch itself could be the problem.
I do have a question. When you turn on the high beam, do the lights just shut off? Does the flash to pass function work? If so, then I suspect the light switch itself is bad. If the flash to pass function doesn't work, then suspect the multi function high beam switch as the issue.
Please keep in mind, the body control module also plays a role in this. I attached 3 pics below from the wiring schematic to try to help you visualize the process. It isn't a simple toggle switch. That would be too easy. LOL Take a look at it. I would also like you to check the purple wires at each light to confirm there is no power when high beam is selected. You could even have bad sockets. Unlikely they both went bad at the same time, but anything is possible.
I drew arrows to help you follow the schematic. They aren't very pretty, but they get the job done.
